CACTUS is an Administrative Organization for the Local Journalism Initiative of the Department of Canadian Heritage. Under the LJI, CACTUS offers grants for community media organizations to host journalists that work with community members to create multimedia civic content. The goal of the LJI is to fund civic journalism in communities that are underserved geographically, linguistically, or culturally. The post is for a journalist-editor to provide editorial feedback to civic journalists in the field, in addition to assisting with program management.



News Editor

  • Monitor the journalistic content produced by journalists funded by CACTUS under the Local Journalism Initiative, in order to ensure i) technical quality ii) and journalistic excellence, ensuring that content meets Canadian journalistic codes regarding balance, violence, the portrayal of vulnerable groups, and so on

  • Conduct regular outreach to the journalists and host organizations, including providing feedback and guidance regarding content that does not meet these criteria

  • Assist with the design and delivery of training for the journalists and their supervisers as needed. Training delivery may involve travel to up to three locations per year for up to 4-5 days at a time.

Program Officer

  • Conduct outreach to prospective host community media organizations regarding the application process, and to organize applications and supporting documents for assessment by the jury

  • Participate in the jury to select LJI ultimate recipients

  • Develop and/or update documentation needed for the project, including contracts, application forms, reports, job ads, and other documents.

  • Assist in the recruitment of journalists for host organizations who cannot find qualified applicants locally.

  • Collect data from host organizations regarding their civic journalism output under the Initiative, and present it in final reports that meet the contractual requirements of Canadian Heritage.

Project Manager

Depending on the candidate's experience, there is the option to develop into an overall manager for the Local Journalism Initiative, assuming responsibility for budgetting, reporting, and contract compliance, with a commensurate increase in salary.


  • Post-secondary education and/or equivalent work experience in journalism

  • Video production skills, so you can give technical feedback to video journalists

  • Strong organizational and time management skills;



Preference will be given to candidates who:

  • Have experience working with community-based media, including working with volunteers

  • Have project management experience

  • Are bilingual.

  • Have experience working with Indigenous communities
